財政部印發通知支持小微企業和“三農”主體融資增信

關于充分(fen)發揮政(zheng)府性(xing)融資擔(dan)保作用 為小(xiao)微企業(ye)和“三農”主體融資增信的(de)通知

各省、自治區(qu)、直轄市(shi)、計劃(hua)單(dan)列市(shi)財政廳(局(ju)(ju)),新疆(jiang)生產建設(she)兵(bing)團財政局(ju)(ju),國家融(rong)資(zi)擔(dan)保(bao)基金,各級政府(fu)性融(rong)資(zi)擔(dan)保(bao)、再(zai)擔(dan)保(bao)機構:

  為(wei)充分發揮政府性融(rong)資擔(dan)保作(zuo)用,更加(jia)積極支持(chi)小微企業(ye)和“三農(nong)”主體融(rong)資增(zeng)信(xin),幫助企業(ye)復工復產、渡過(guo)難(nan)關(guan),現將有關(guan)事項通知(zhi)如下:

  一、當前形(xing)勢下政府控股的融(rong)資(zi)(zi)擔保、再擔保機(ji)構(gou)要積極為(wei)小微(wei)企(qi)業(ye)和“三農”主體融(rong)資(zi)(zi)增信,努力(li)擴大(da)業(ye)務規模,提(ti)升服務效率,及時履(lv)行(xing)代償(chang)責任(ren),依法核銷代償(chang)損失,協(xie)調金融(rong)機(ji)構(gou)盡快放貸(dai)(dai)(dai),不(bu)抽貸(dai)(dai)(dai)、不(bu)壓(ya)貸(dai)(dai)(dai)、不(bu)斷(duan)貸(dai)(dai)(dai),著力(li)緩解小微(wei)企(qi)業(ye)融(rong)資(zi)(zi)難、融(rong)資(zi)(zi)貴。

  二、各級(ji)政(zheng)府(fu)(fu)性融(rong)資(zi)擔(dan)(dan)(dan)保(bao)(bao)、再擔(dan)(dan)(dan)保(bao)(bao)機構要嚴格(ge)落實《國務院(yuan)辦公廳關(guan)于有效發揮政(zheng)府(fu)(fu)性融(rong)資(zi)擔(dan)(dan)(dan)保(bao)(bao)基(ji)金作用切(qie)實支持小(xiao)微企(qi)業(ye)和“三(san)農”發展(zhan)的指導(dao)意見》(國辦發〔2019〕6號)要求,不得偏離主業(ye)盲目擴大經營范圍(wei),不得向非融(rong)資(zi)擔(dan)(dan)(dan)保(bao)(bao)機構進行(xing)股(gu)權投資(zi),不得新開展(zhan)政(zheng)府(fu)(fu)融(rong)資(zi)平臺(tai)融(rong)資(zi)擔(dan)(dan)(dan)保(bao)(bao)業(ye)務。

  三(san)、堅持下沉(chen)一線、更好發揮放大效應(ying)的原則,推動國家融(rong)(rong)(rong)資擔(dan)保(bao)(bao)基金加快開展股權(quan)投資,力(li)爭2020年(nian)投資10家支小支農成效明顯(xian)的地市級政(zheng)府性融(rong)(rong)(rong)資擔(dan)保(bao)(bao)機構(gou)(gou)。推動國家融(rong)(rong)(rong)資擔(dan)保(bao)(bao)基金與銀行業(ye)(ye)金融(rong)(rong)(rong)機構(gou)(gou)開展批量擔(dan)保(bao)(bao)貸款合作,力(li)爭實(shi)現2020年(nian)新增再擔(dan)保(bao)(bao)業(ye)(ye)務(wu)(wu)規模4000億元(yuan)目(mu)標(biao)。國家融(rong)(rong)(rong)資擔(dan)保(bao)(bao)基金對(dui)合作機構(gou)(gou)單戶100萬元(yuan)及以(yi)下擔(dan)保(bao)(bao)業(ye)(ye)務(wu)(wu)免收(shou)再擔(dan)保(bao)(bao)費(fei),2020年(nian)全年(nian)對(dui)單戶100萬元(yuan)以(yi)上擔(dan)保(bao)(bao)業(ye)(ye)務(wu)(wu)減半收(shou)取再擔(dan)保(bao)(bao)費(fei)。

  四、地方各級政(zheng)府性融(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)、再擔(dan)(dan)(dan)(dan)保(bao)(bao)機構(gou)2020年(nian)全年(nian)對(dui)小(xiao)(xiao)微(wei)企業(ye)減(jian)半收取融(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)、再擔(dan)(dan)(dan)(dan)保(bao)(bao)費,力爭將(jiang)小(xiao)(xiao)微(wei)企業(ye)綜合融(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)費率降(jiang)至1%以下。進(jin)一(yi)步(bu)提高支(zhi)小(xiao)(xiao)支(zhi)農(nong)業(ye)務(wu)占比,確保(bao)(bao)2020年(nian)新增小(xiao)(xiao)微(wei)企業(ye)和(he)“三農(nong)”融(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)金額和(he)戶(hu)數占比不低于80%,其中新增單戶(hu)500萬元以下小(xiao)(xiao)微(wei)企業(ye)和(he)“三農(nong)”融(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)金額占比不低于50%。

  五、2020年(nian)中央(yang)財(cai)(cai)政(zheng)繼續(xu)實(shi)施小(xiao)微(wei)企業(ye)(ye)(ye)融(rong)資(zi)擔(dan)(dan)保(bao)降(jiang)(jiang)費獎補(bu)(bu)政(zheng)策,依據《財(cai)(cai)政(zheng)部(bu) 工信(xin)部(bu)關于對(dui)小(xiao)微(wei)企業(ye)(ye)(ye)融(rong)資(zi)擔(dan)(dan)保(bao)業(ye)(ye)(ye)務(wu)實(shi)施降(jiang)(jiang)費獎補(bu)(bu)政(zheng)策的通知》(財(cai)(cai)建〔2018〕547號)要求,對(dui)擴大小(xiao)微(wei)企業(ye)(ye)(ye)融(rong)資(zi)擔(dan)(dan)保(bao)業(ye)(ye)(ye)務(wu)規模、降(jiang)(jiang)低小(xiao)微(wei)企業(ye)(ye)(ye)融(rong)資(zi)擔(dan)(dan)保(bao)費率等成效(xiao)(xiao)明顯的地方予以獎補(bu)(bu)激勵。各地要加強相關政(zheng)策銜接,加大代償(chang)補(bu)(bu)償(chang)力度(du),切實(shi)保(bao)障降(jiang)(jiang)費效(xiao)(xiao)果。符合(he)條件的擔(dan)(dan)保(bao)、再擔(dan)(dan)保(bao)機構可按規定享受擔(dan)(dan)保(bao)賠償(chang)準(zhun)備(bei)和未到期(qi)責任(ren)準(zhun)備(bei)在企業(ye)(ye)(ye)所得稅(shui)(shui)稅(shui)(shui)前(qian)扣除等稅(shui)(shui)收優(you)惠政(zheng)策。

  六、地方(fang)(fang)(fang)各級財政(zheng)(zheng)部門(men)要(yao)會(hui)同有關方(fang)(fang)(fang)面調整對政(zheng)(zheng)府(fu)性(xing)融資(zi)擔(dan)保(bao)、再(zai)擔(dan)保(bao)機(ji)(ji)構的盈利考核要(yao)求,重點考核在實現保(bao)本微(wei)利的前(qian)提下支(zhi)(zhi)(zhi)農(nong)支(zhi)(zhi)(zhi)小(xiao)成效(包括當(dang)年(nian)新增支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)擔(dan)保(bao)戶數、當(dang)年(nian)新增支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)擔(dan)保(bao)金額、當(dang)年(nian)新增500萬元以下支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)擔(dan)保(bao)金額占比(bi)、當(dang)年(nian)平(ping)均(jun)綜合融資(zi)費(fei)率等(deng)),落實盡職免責(ze)要(yao)求,建立績(ji)(ji)效評(ping)價結果與資(zi)本金補充、風險(xian)補償、薪(xin)酬(chou)待遇等(deng)直接(jie)掛(gua)鉤的激(ji)勵約束機(ji)(ji)制。對于支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)成效明顯但代償壓力較(jiao)大(da)的機(ji)(ji)構,地方(fang)(fang)(fang)各級財政(zheng)(zheng)部門(men)要(yao)根據績(ji)(ji)效考核結果及時給予(yu)適當(dang)支(zhi)(zhi)(zhi)持(chi),推動(dong)實現可持(chi)續經營。

  七、對(dui)嚴重偏離(li)支小支農主(zhu)業、擅自擴大業務范(fan)(fan)圍、違規開(kai)展(zhan)股權投資(zi)和政(zheng)府融(rong)(rong)資(zi)平臺融(rong)(rong)資(zi)擔保(bao)業務的地(di)方各級(ji)政(zheng)府性融(rong)(rong)資(zi)擔保(bao)、再擔保(bao)機構,要予以公開(kai)通報,不(bu)得(de)享受(shou)各級(ji)財稅支持政(zheng)策,不(bu)得(de)納入(ru)國家(jia)融(rong)(rong)資(zi)擔保(bao)基金合作范(fan)(fan)圍。

  國家融(rong)資擔保基金、地方各級財(cai)政(zheng)部門(men)和政(zheng)府(fu)性融(rong)資擔保、再擔保機(ji)構要切實(shi)增強“四個(ge)意識”,堅定“四個(ge)自信”,做到“兩個(ge)維護”,強化責任(ren)擔當,認(ren)真抓好組(zu)織實(shi)施(shi),盡快完善配套(tao)措施(shi),推(tui)動(dong)政(zheng)策落(luo)實(shi)落(luo)細落(luo)地。
